Luton is a large town in the English county of Bedfordshire which is also a unitary authority area and a borough of the county. This area, Houghton Regis and Dunstable constitute the Luton/Dunstable Urban Area. The town is 14 miles west of Stevenage, 20 miles east of Aylesbury, 22 miles south-east of Milton Keynes and 30 miles north-northwest of London.

The plan includes the improvement of this area’s urban environment and an upgrade of the town’s railway and bus stations. St George Square has been reconstructed and reopened in 2007. An extension to the Mall Shopping Centre fronting St George Square was also completed.
